The communications industry is experiencing a rapid convergence of technologies, services and service providers across the various sectors of the industry. Eventually, a customer can receive all communications services (voice, data, TV, video, mobility) from one box (terminal) and one service provider. This fundamental change in the communications paradigm has significant implications for the state and federal governments in policy and regulation of this industry, and for service providers in planning for future growth and management of operations.
